PROJECT: Gardiners Creek  - Lighting Masterplan

As the lead for the Gardiners Creek – Light and Dark Strategy project for Stonnington City Council, I developed and coordinated a comprehensive Lighting Masterplan aimed at ensuring a consistent and effective lighting strategy across five council municipalities. This ambitious project, involving collaboration with multiple local councils, was designed to enhance community safety, environmental sustainability, and visual cohesion along the Gardiners Creek corridor.

The project was structured into four distinct phases:

Part 1: Assessment of Existing Conditions: In this phase, we conducted a detailed analysis of the current lighting conditions along the Gardiners Creek corridor. This involved:

  1. An Inception meeting with key stakeholders.
  2. Night-time site visits for thorough field analysis.
  3. Development of a comprehensive Lighting Assessment Report, which detailed existing lighting levels, identified non-compliance with Australian standards, obtrusive light impacts on nearby properties, and highlighted potential biodiversity effects.
  4. A presentation to stakeholders to discuss findings and gather feedback.

Part 2: Lighting Design Guidelines: The second phase involved creating tailored design guidelines that addressed four key applications:

  1. The shared-use Gardiners Creek Trail.
  2. Corridor destinations such as sports pavilions and carparks.
  3. Key connections, including access points to train stations.
  4. Feature lighting for art installations.

This report provided strategies for standardized lighting designs, ensuring compliance with relevant standards and principles, including CPTED (Crime Prevention Through Environmental Design) for safety, accessibility, and sustainability. It offered guidelines for:

  • Inclusive lighting and aesthetic integration.
  • Avoiding obtrusive light in accordance with AS/NZS 4282:2019.
  • Promoting local character and minimizing upward light pollution per the International Dark-Sky Association.
  • Performance specifications and installation standards for common lighting fixtures.

Part 3: Solar vs. Hard-Wired Lighting Analysis: We evaluated the feasibility of solar versus hard-wired lighting solutions. This phase included:

  1. A comparative report on initial and long-term costs, installation complexities, and end-of-life considerations.
  2. Identification of suitable locations for potential solar lighting applications

Part 4: Light and Dark Strategy: In the final phase, we developed a comprehensive concept-level strategy that synthesized findings from the earlier phases. Deliverables included:

  1. Detailed concept designs and layout plans.
  2. Preliminary luminaire specifications and cost estimates for implementation.
  3. Presentations of the proposed Light and Dark Strategy to stakeholders for feedback and final approval.

Key Objectives and Outcomes

The project focused on:

  • Ensuring a unified public lighting experience along the Gardiners Creek corridor to foster connectivity and safety after dark.
  • Minimizing environmental impacts by reducing obtrusive light and protecting local biodiversity.
  • Supporting community health and well-being through thoughtful and sustainable lighting design.

This masterplan now serves as a blueprint for future lighting projects within the corridor, ensuring that all participating councils maintain a cohesive approach that enhances public spaces while preserving the natural environment.
